Definition: A staffing agency invoice audit means each billed line is checked against the contracted role, bill rate, geography, shift, and accessorial rules in force on the invoice date, including amendments.

Contingent labor is a classic place where PO match stays green while unit economics drift. If AP only tests the PO total, wrong roles and rates can clear every cycle.

  • Role and rate vs schedule

    Each line maps to the contracted staffing row for that date.

  • Amendments and promos

    Expired promos and unsigned schedule updates are common miss sources.

    NTE and bucket POs can stay green while the rate card fails.

Why staffing invoices slip through

ERP tolerances catch gross mismatches against the PO. They do not read a multi-page staffing schedule. A line can sit inside tolerance on a lump-sum PO and still sit above the contracted bill rate for that role.

Title language makes this worse. Suppliers may bill “Senior Analyst” when the agreement priced “Analyst II.” Without a schedule map, AP has almost no unit-price signal.

  • Role billed at a higher tier than contracted
  • Expired promotional rates still used on new invoices
  • After-hours or weekend premiums without a matching row
  • Geography premiums applied outside the agreed region
  • Amendments signed but never reflected in AP logic
  • “Equivalent” titles that map to a more expensive schedule line

Illustrative example (not client data)

Contract: Analyst II at a fixed hourly rate in Region A. Invoice bills Analyst II at the Analyst III rate for four weeks. PO is a monthly contingent-labor NTE, so document match may pass. Rate card validation fails and points at the Analyst II schedule row.

Illustrative math: a $15/hour gap on 160 hours is a $2,400 variance for review. Label numbers like these as illustration whenever you use them.

How to operationalize a staffing invoice audit

  1. Keep the live schedule

    Store the staffing rate card with the MSA, SOW, and amendments.

  2. Map titles to rows

    Agree how supplier titles resolve to contracted role codes.

  3. Validate before release

    Check role, unit rate, and premiums on each invoice line.

  4. Cite the schedule

    Use the row reference in holds, short-pays, and supplier notes.

  5. Feed renewals

    Carry confirmed misses into category scorecards and MSP reviews.

Tools can surface candidates. Humans still decide settlement. Do not write as if software “ensures” compliance.
